The Iraqi Popular Army, also known as the People's Army or People's Militia) 
was a paramilitary organization established on February 8 (other sources mention 
April 4), 1970 by the Revolutionary Command Council's Resolution No. 355 and it 
was composed of civilian volunteers to protect the Ba'ath regime against 
internal opposition and serve as a counterbalance against any coup attempt by 
the regular Iraqi Army.
Officially, it was the 
Iraqi Baath Party Militia and included a special youth section called Ashbal 
Saddam (Saddam's cubs) established in 1998. Saddam's Cubs prepared young 
volunteers for Saddam's Fedayeen. The Popular Army was officially disbanded by 
the Revolutionary Command Council) (1968-2003)s Resolution No. 306 of August 1, 
1990.

For the moment I've only been able to locate a logo but I'm certain that

Recruits were drafted mainly from the Iraqi Popular Army's special youth 
section called "Saddam's Cubs". It was established on October 7, 1994 and 
disbanded in 2003.

horizontal background with the logo in the middle, the logo being a silhouette 
of Saddam Hussein with the following words around it from top to bottom, 
clockwise:
